Filing a Complaint: Provide Detailed Information
When submitting a complaint, provide as much information about the incident(s) as you can recall. The date, time, location, names or description of personnel can be helpful during investigation. Without these details, it may be difficult to proceed with a thorough investigation.
At times, department personnel may contact you to obtain more information and/or get your perspective about the incident in question.
After filing a complaint, the Sheriff’s Department will mail a letter acknowledging receipt of the complaint at the mailing address you provide. The initial notification letter will indicate that the department will conduct an investigation and inform you of the disposition.
Upon the completion of the investigation, the Department will mail a letter explaining the disposition and outcome. At times, the disposition letters can be difficult to understand and may be found unsatisfying. The privacy rights afforded to officers inevitably restrict the communication that can occur between the Sheriff’s Department and complainants. Although the letter does not specify any particulars on the case, the process, and the efforts the Department took in investigating, it does provide OIR’s contact information as a resource.

How to File a Complaint
State law requires every local law enforcement agency to create a formal complaint system and to provide notification to the involved individuals about the outcome of the investigation.
The Office of Independent Review was formed to provide public oversight for the Orange County Sheriff Department. Our office does not conduct its own investigations but works directly with the Department throughout all stages of the investigative process.
If you have a complaint regarding the Orange County Sheriff’s Department, we encourage you to complete a Personnel Complaint Form and mail it to the address shown on the first page of the form . Our office will be given a copy of your complaint and we will be able to monitor the investigation to be sure it is thorough, fair and complete.
