SUBJECT: Public Hearing on Planning Application (PA180030) – Amendments and Revisions to the Master and Subarea Plans for Planning Areas 3 and 4.

PROPOSAL: Applicant Rancho Mission Viejo (RMV) requests approval of amended Master and Subarea Plans for Planning Areas 3 and 4 (PA3 and PA4) to reflect proposed adjustments to the dwelling unit allocation, the non residential square footage allocation, the Development Boundary, the subarea uses, and the area-wide alternative development standards (ADS). The proposal includes reallocating 1,000,000 square feet of non-residential square footage from PA 4 to PA 3, which constitutes a transfer of 59 percent. The proposal also includes amendments to the Ranch Plan Planned Community (PC) Program Text Exhibit 6 Development Map and Exhibit 7 Statistical Table.

The Coastal Development Permit is required for the demolition of an existing residence and to construct a new single-family dwelling in the Emerald Bay Local Coastal Plan area, with associated grading.

The Use Permit is required to address the proposed over-height walls on the site. A portion of the side wall will be up to eight (8) feet in height where the zoning code allows a six (6) foot maximum height. PROPOSAL: Esencia Retail, LLC requests approval of a Site Development Permit to allow for the construction of a 301,636 square foot mixed-use center on a 18.3-acre site and two Project Specific Alternative Site Development Standards. The proposed project is the first phase of the Esencia Mixed-Use Center and will comprise of 7 buildings including a 40,000 square foot fitness club, a 27,300 square foot Roller Skating Rink, 99,200 square feet of multi-tenant flex space, and 135,136 square feet of mini-storage space. The first Project Specific Alternative Site Development Standard would allow a minimum building setback of 12 feet where 25 feet is the minimum permitted. The second Project Specific Alternative Site Development Standard would allow for modifications of off-street parking regulations. The inclusion of these Project Specific Alternative Site Development Standards requires that the Zoning Administrator, in a public hearing, be the approving authority for this project proposal per Ranch Plan Planned Community Program Text Section II.C.4.b.
