OC Public Works System Receives 2013 Merit Award

SANTA ANA, CA – Orange County Public Works’ Progress Payment (ProgPay) System was selected for the 2013 Merit Award by the California State Association of Counties (CSAC). Information & Technology Services and OC Construction partnered to transform a complex manual process to an electronic work-flow to reduce error and increase efficiency.
Under OC Construction, the Resident Engineer of each project is responsible for implementing contracts, reviewing and submitting progress payments, and initiating Contract Change Orders. The system previous to ProgPay was a combination of older technologies, excel sheets and other manual processes that were time intensive and problematic.
The new Progpay System has been completely digitalized to an intranet application utilizing the latest technology. The new system’s ease of use, and payment information archive, ability to generate reports and information, makes this automated system an outstanding tool for making estimated progress payments of $7 million to contractors every month, on approximately $200 million in construction projects every year. This amounts to an average cost savings of $26,000 per month, or $312,000 per year. 
“The ProgPay System is a great example of what can be accomplished through collaboration, diligence and innovation,” said Ignacio Ochoa P.E., Interim Director of OC Public Works. “I am pleased that this cost-saving project has received this prestigious recognition, and proud of the terrific OC Public Works team that made it possible.”

The annual Challenge Awards program recognizes California counties for their innovation and creativity to produce cost-saving programs. In 2013, CSAC honored 18 counties with Challenge and Merit Awards.
