Senate Bill (SB) 785 is intended to facilitate the receipt of medically necessary Specialty Mental Health Services by a foster child who is placed outside of his or her county of origin. The bill clarifies responsibility for treatment authorizations and transfers the responsibility for the provision of services to the county of residence while keeping the financial responsibility to authorize and pay for services with the county of original jurisdiction.
In light of recent legislation (AB 1299 – Presumptive Transfer), DHCS has clarified that the use of SB 785 documents (i.e. Service Authorization Request – SAR) will only apply to children/youth with AAP or KinGAP aid codes.
