The wholesale food program regulates the manufacturing and distribution of foods at the wholesale level. Wholesale food businesses sell products to other businesses and generally do not sell product directly to consumers. The following are examples of the types of food facilities which the wholesale food program regulates: food processing/manufacturing, warehouses, distributors, bakeries, meat processing/packaging, co-packers, bottling (other than water), canning, vending machines and food salvagers.
In order to start a wholesale business, plans need to be submitted along with the plan review fees. Plans must be approved and a health permit issued by this agency prior to selling, processing, manufacturing, repackaging, storing or distributing of food for commercial purposes at the wholesale level.
