Volunteer Probation Officer
Orange County Probation Department
By the authority of the Orange County Board of Supervisors, the following resolution is hereby issued:
WHEREAS, Wayne Buser has demonstrated his dedication to being a part of the solution to crime by volunteering in the Probation Department for more than ten-thousand hours in the past 11 years; and
WHEREAS, Mr. Buser became a Volunteer In Probation in October of 1999 and began providing tutoring and educational assistance to incarcerated youths at Juvenile Hall and Youth Guidance Center; through Mr. Buser’s intervention, many of his students, who had previously been working far below grade level, improved their test scores and advanced academically; and
WHEREAS, during this time Mr. Buser provided staff support in administering the program, mentored other volunteer tutors and developed a special educational program, “Wayne’s World,” designed to broaden the perspectives of incarcerated youth; and
WHEREAS, in April 2003, Mr. Buser became a Volunteer Probation Officer and, after undergoing 36 hours of classroom training and 24 hours of on-the-job training, began to perform duties similar to those of the department's deputy probation officer; Mr. Buser’s first assignment as a VPO involved working with officers responsible for managing the supervision of sex offenders; and
WHEREAS, Mr. Buser’s experience in business and computer technology has enhanced the unit’s effectiveness in several areas, especially in the newly implemented Megan's Law computer database, in which he played key roles in both technical support and public outreach; and
WHEREAS, in 1974, President Richard Nixon first declared the third week of April to be National Volunteer Week, and it is appropriate for Orange County to recognize its volunteers during this time;
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Supervisors does hereby commend Mr. Wayne Buser for his dedication to community involvement through volunteerism and thank him for his many contributions to public safety in the County of Orange.
