Regional Recycling and Waste Reduction Grant

OC Waste & Recycling continues to partner with Orange County cities, special districts, non-profit organizations and private entities to achieve statewide waste diversion goals. One avenue for facilitating such partnerships is the County’s Regional Recycling and Waste Reduction Grant Program.

On Tuesday, September 27, 2016, the Board of Supervisors approved to release the Fourth Cycle of the Regional Recycling and Waste Reduction Grant. This competitive grant provides potential partners with grant funding to develop sustainable programs that support compliance with state-mandated waste diversion goals and promote increased regional recycling and diversion efforts.

Due to the high level of interest in the grant, the question and answer period has been opened sooner.

Eligible applicants (Orange County cities, special districts and non‐profit organizations) may apply as follows:

  • Individual Application ‐ cities, special districts and non‐profit organizations
  • Joint Application‐ cities and special districts may join together with one another. Nonprofits may join with cities or special districts. A lead applicant must be designated to act on behalf of all participating entities.
  • Partnership Application – Industry businesses may partner with local cities/special districts. The city/special district must be designated as the lead, to act on behalf of all eligible applicants.

Eligible Projects include, but are not limited to:

  • Commercial and Residential Recycling Programs
  • Organic Commercial and Residential Recycling Programs
  • Composting Programs
  • Educational and Outreach Programs


  • This is a $3 million competitive grant opportunity. Up to $600,000 per Supervisorial District is available.

Applications and supporting materials are due at 3 p.m. on April 7, 2017 (the “Due Date”). Mailed applications and supporting materials must be post-marked on or before the Due Date, and hand-delivered applications must be delivered to OC Waste & Recycling before the Due Date. Supplemental materials, which include city resolutions, must also meet this deadline to be considered as part of the application. Applications submitted after the deadline may not be accepted. Following is the timeline for award of grants:
